针对国民保障需求的多元化，建立多样化的社会保障模式。我国应在借鉴国外先进经验的基础上，注重结合自己的国情与国力，建立中国特色的社会保障模式。我国经济社会发展的现状决定了国家建立的基本保障制度只能起到基础性作用，解决国民在遇到收入风险时的基本生活问题，尚无法满足人们多元化的需求。这样，补充保险或政府鼓励的基本保障以外的其他保障选择就显得十分重要。多样化的社会保障模式由多功能的社会救助体系和包括国家强制的最低水平的社会保险、由缴费决定或自愿购买的补充保险在内的多层次的社会保险体系构成。
要扩大筹资渠道，实现社会保障基金来源多元化。社会保障基金的筹集，以往主要采用现收现付制。这种模式既不公平，也不能筹集到足够的基金以备未来之需。随着经济社会的发展，人均寿命延长，老龄化社会到来，人们对生活质量和健康质量的要求进一步提高，要求社会保障既能体现自己养活自己的原则，又能够筹集到足够的资金以备将来使用。这就要求实行多样化的筹资模式，即实行以部分积累制为主体，现收现付制和完全积累制并存，个人账户制、捐赠、发行彩票和可降低管理成本的志愿者服务等形式相结合的多种来源渠道的社会保障基金筹集模式。
加强社会保障方面的立法，形成法治化、规范化、高效化的社会保障运行管理体制。依法办事是完善社会保障制度的基本要求。社会保障制度的改革、运行、管理只有以法律为依据，才能公平、高效，健康地发展。
社会保障是维护社会稳定和国家安定的稳定器、安全阀，事关广大社会成员的切身利益，因此，建立健全社会保障制度，有利于促进社会生产力的发展，完善社会福利，从而维护社会稳定。
